Is there a limit on the number of countries we can exclude from a campaign?

We been getting the error below trying to add more excluded countries to the campaign. I have searched the google ads api doc but not able to find any information on the limit. Is there a unpublished limit of the number of excluded countries for a campaign? FAILURE REQUEST DETAIL. Request
