One client displays message "Your account isn't active - To activate your

Whether this might be the reason why API returns always zero?

I'm using Estimate Keyword Traffic example code and active MCC account (not
test account) and results are always zero.
I've read other posts but no help from there.
Keyword planner tool (Get click and cost performance forecasts) gives
results for the same keyword and the test account to.
