I plan to have a script that iterates through ~20K keywords, grabbing their
historical monthly volumes. Wouldn't it be unsustainable for me to create
~20K keyword plans? Any other options here?

for each keyword idea in KeywordPlanIdeaService rather than the average
monthly searches. Pretty much what TARGETED_MONTHLY_SEARCHES produces in

referring to North Dakota*. *Any other options here?
