Thanks for that suggestion! That would make sense. I've contacted the
client to find out whether this is the case, but did not receive a reply
yet, but I suspect this is indeed what's going on.

When requesting budget data from the Budget performance report, the budgets
that are linked to campaigns that have been paused still have the status
Active.
If the budget is only linked to a single campaign, I would expect it to be
paused with it.
