This doesn't seem to be the simple process the Google guys are making out.
I'm following this process:

I've added the client_id and client_secret to the SetOAuth2Info method

As far as I can tell the ads were both active. In the interface there are
two ads before the request is made, and after there are still two ads, but
the destination URLs have been updated.
We've also tried just deleting the ads and we get the same error, after

This error message means you haven't agreed to T&C on your MCC account. T&C
is available as the last step of the billing setup process.
It should not be related to your local environment.

Yes, that shouldn't happen as far as I can tell. A test account is closed
and hence should be inactive, but you shouldn't get that error message
back. Could you post a sanitized SOAP message so I can take a look?

expected, TIS won't return actual values if you make calls to a test

Is it still true that the criteria report only returns managed placement
data? The cost totals seem to indicate that I'm getting back both managed
and automatic placements. I haven't applied any filters to the report.
