Definitely off, the only change I've made to settings.ini is to change
the default server to the sandbox URL.

only available for qualifying keywords in the production environment:

Eric,
I apologize for wasting your time. This is my fault. I was first making a
call to validate the report and had validateOnly set to true. However, I
forgot to also set validateOnlySpecified to true. Once I corrected that, the
validate call does not create a report definition.

The "Used" units will only increase when you use more units. The
"Remaining" units refers to free units that may have been allocated to
your account. If you have increased your budget you can continue to
use units up to the "System defined unit cap".

Looking at the logs, both report definitions were created by your
application, about a second apart. Can you check your client-side
SOAP logs to ensure you aren't sending two requests?
