Do you mean "criterion" id (not "creation")? If so, then I think the
answer is yes. A keyword is a type of criterion.
If I'm misunderstanding your question, then please clarify by posting
a link to the documentation describing the property you're talking
about.

I'd go with the removing the offending metro (725) approach. Unless
the AdWords API's targeting analysis is confused, 725 should already
be substantially covered by another one of your geotargets, so
including it shouldn't be necessary.

If you don't have a value set for keywordContentMaxCpc (or you set it
to 0) then the value of keywordMaxCpc will be used for content network
CPC bids instead. So setting keywordMaxCpc will be enough to determine
your content bid in that scenario.
