report service has gone from being populated with some (static) dummy

Need an update on a post from ChronoFish in June 2007 - they ask the

"Can a report "template" be added through the API? In other words,
can a report that recurs daily be created? Also, can these reports be
setup to be emailed out like you can through the MCC?"
