Yes, I've seen one aspect of this problem, frequently. The part about
the volume "currently being checked in or checked out". The only way I
could correct the problem was to stop and then start the Tivoli server.
Tivoli support had no other answer to this problem when I contacted
them.

If your storage pool: TPCE_BCK_DATA_COPY has "Delay Period for Volume
Reuse:" set to a value greater than zero (say 2 days), you will have to
wait for 2 days until that volume is deleted by TSM, as per your
request.
