There is no specific server requirement for using TSM for VE 6.4 enhancements
such as incremental forever.

thanks. Of course, that explains a lot. Client side dedup was the link that
I've missed. With client-side dedup there is very little difference between
full and block level incremental backups, at least in terms of amount of data
movement.
