linux has to possibility of hot-adding scsi (fc, sas) devices by talking to
/proc/scsi/scsi, modern kernels do that better than older ones, where you have

6.2 server?
Tape library is IBM TS3310 with LTO4 drives
library manager server: AIX 5.3 + TSM 5.3
library manager client: AIX 6.1 + TSM 6.2

No, the TSM version of the library manager should be equal or higher as those
of the library clients.
