capacity on demand. Should I pay only for additional dirves or something
like license is needed?

Are you running command in batch mode?
For example, try something like this:

You may want to put the filespec and wildcard in quotes otherwise the shell
will expand this first - for example: del arch "/vol08_800/*" etc...

I would verify that the management class/copy group you are using indeed
points to the disk storage pool you are intending to use (check for
typo's in the name, etc)
Otherwise, check the "q inclexcl" list and make sure those files aren't
being diverted to an alternate management class.

No license required indeed, but you will lose some tape slots. If I recall
correctly, the come in 4, so when you place the fifth (or 9th) drive you
will get 3 empty drive-slots. So placing multiples of 4 in a frame is most
space efficient considering tape slots.

You cannot append export tapes.
You can export multiple nodes at once.
OPTION 1: Make a new export tape on a scratch volume
OPTION 2: DELETE VOLHIST and make a new export.
