see anything about Backup Sets being enabled as of yet.

Correct, the re-enablement of backupsets and TOC's for use with NDMP is
targeted for the 6.1.2 fix-pack. The expected target for 6.1.2 is still
the end of June.

Update libvol "library name" status=scratch.
If it doesn't work there are still references to it.

I would try to move the data that is on that tape to another tape first.

then if everything gets moved, you can change the status to scratch.
