if you have multiple libraries, you can sort them out with
/usr/lpp/Atape/samples >mtlib -l /dev/smcX -qD -f /dev/rmtX
(substitute the X)
This will give you a martrix to keep track of the devices

I think you can do that with one DSM.OPT so long as you add an exclude of
the form:
EXCLUDE "\...\master\...\diff*"
or more explicitly
EXCLUDE "\...\master\...\difffull"

Something like:
EXCLUDE "\...\db1\...\*"
Should exclude the "db1" database for whatever instance you are backing
up.
If you want to specify a certain instance in an exclude statement,

Here is a snip of the dsm.opt and log, but after traveling through other
logs, I also seem some default instances with the same errors, so I am
assuming offline databases fall under the same category you referenced
earlier. The issue is that the schedule is showing up on the TOR as
being fail

Yes.. these are the same thing. The requirement addresses
the fact that you know some databases will be offline or
in some other state and lets you tell DP/SQL to skip them.
If you don't tell us to skip them, we report them as an error
because it is something you should know about...

on my cleaning tapes are from manually verifying drive accessability.

The "Backup stg" command depends on pointers that are suppose to
inidcate the last backed up data so that it spends less time scanning
what to backup. There have been apars where that process gets broken
and not all the primary storagepool data gets backed up to copypool.
