Just to supplement that: There might be an HttpPort in the Registry
which is taking precedence. Use an appropriate open files/connections
utility to see what network ports are active on that system, belonging
to which applications, to narrow down.

To aswer your question - yes, before I've tried to label volumes, the
library inventory was empty due to the fact that I removed library
definitions from TSM several times and that causes library inventory to
be emptied.

My C: drive crash ... how can I restore my IMAGE backup on a new Disk
That's what I did ...
- Put a new disk in my server
- Install the basic WIN2K OS
- Install the TSM Client
- then try to restore my IMAGE backup
