Don't know if this applies to your situation, but I remember once a problem
where BACKUP DB stole tapes from scratch when the tapes weren't labelled
(library read external barcode labels during checkin.)

In the GUI interface look at the storage pool properties of the copypool. There is a
reuse delay swith. If you apply 0 days, once the volumes become pending they will
automatically be sent back to scratch.
