I ran into an issue "somewhat" similar to yours during the TSM 6.1
install; it was resolved by simply installing both English languages
files and ensuring that the symbolic links to the languages filesets

Grigori - That's usually an indication that filesets are
inconsistent. Use lslpp to check. Review the saved upgrade output to
look for any failure indications.

I have upgraded TSM Server 5.5.3.0 to 5.5.4.0 under AIX 6.3-09-02 recently.
Previous version was working fine for long time.
After upgrade I am receiving next message during server start:
