The missing dsmcmd.xml file will cause the error from the Adminstration
Center on ISC. That file should have been placed in
the /usr/tivoli/tsm/server/bin directory when the server code was
installed. I believe the fileset is tivoli.tsm.server.webcon.

When I register a new node, or create a client schedule using the ISC logged
in as iscadmin, I get the following error from the ISC.
