With people using multiple logical libraries (with encrypted tape drives for
the offsite pool) it isn't necessarily an easy win.

There are a couple of ways to initiate reclamation. I presume from your
description that you are scheduling a RECLAIM STGPOOL THRESHOLD=x command.
The other way I can think of is to schedule an UPDATE STGPOOL RECLAIM=x
command.

Dig into those manuals which IBM provides to help you. See Admin Guide
topic "Reclaiming Volume
You create device classs with File type and use it to store data for
reclamtion process.
You can refer to TSM Online Information.
