try watching the interface on the tsm server, if your site in general
doesn't run client compression, your server's interface might be flooded by
other traffic. (heck, even if your clients run compression you still might
flood the interface)

First thing to do, is elimiate the TSM client.
Pick a large file, at least 100MB, preferably 200-500MB.
FTP it from the client machine to a temp directory on the TSM server
machine.
Ignore the stats from the first run.
FTP it 4 or 5 more times, until you see some consistency in the results.
