I think you have to be at TSM 5.1 to get the feature, but we use the
MOVE NODEDATA command on a regular basis to consolidate data for a node
onto a minimum number of tapes.

We use a split approach.
I have a 3583 fully populated with 72 LTO volumes holding the data from
our 15 largest servers on collocated tapes.
I have a 3575 fully populated with 180 3570 volumes holding the data from
the remaining 120 "smaller" clients on non-collocated tapes.

Look at the MAXSCRATCH value for the storage pool. You don't need another
350 tapes.
You can use MAXSCRATCH to strike a balance between having a zillion tapes or
no collocation at all.
The simplest explanation: If you set maxscratch to 100, TSM will put each
client on its own tape until it hits
