I have the same issue, AIX 5.3 TSM 5.4.1.0, TS3500, LTO2 but only on a
single drive. I put this drive online and it works for a couple of hours
then the ANR8963E.
Some temp errors show in the AIX error log, but only for this drive. The
drive tested ok but was replaced anyway. No errors on
...
ANR1791W HBAAPI wrapper library /usr/lib/libHBAAPI.a(shr_64.o) failed
to load or is missing.
This is because after enabling SAN Discovery, you need to stop/start the
TSM instance to get the module to load.

A couple of things:
1. Delete all your path and drive definitions and rebuild them.
2. Make sure that your HBA drivers are up-to-date.
