I think something is still wrong or unique in your environment. I
deploy scripts that run immediate clientactions all the time at several
of my customers and they always start within a minute or two unless
there is a problem

OneTime client schedule and establishes an Association. The Duration
is 5 days, described by Technote 1140937, where TSM gets to the
schedule eventually.
You could try tweaking the schedule's DURation and DURunits to get it
