Wait 24 hours then try again. Something has it locked. These phony locks
have evaporated by themselves for me when I had them.
Call TSM Support. They're good at figuring these kinds of things out.

Hi everyone,
We had a major hardware failure on one TSM server and I ended up needing
to restore the TSM database. Since then, I've been having issues with a
few of the disk storage pool volumes. When I try to back them up or
migrate them I get numerous errors like the following.
