If all slots are used, you have a problem, as the first two slots are used
by diagnostic cartridge and cleaning cartridge. Theese are not seen by TSM.

I checked my 3584 library through the IBM 3584 UltraScalable Tape Library
Specialist and I saw something strange.
If I select the Physical Library option it shows: Total storage slots: 253
and Empty storage slots: 2. All storage slots are actually filled!
