Add the below lines into dsm.sys file.
lanfreecommmethod tcpip
lanfreetcpserveraddress hostname
lanfreetcpport 1500
nodename nodename
Start the storage agent in the background using the below command

/opt/tivoli/tsm/StorageAgent/bin/fdsmsta &
Step 3:

It seems you don't have any problem with db2 license...you are having
issues with TSM server license..
what error message you have seen in db2diag.log during server startup...
