In a meeting about a year ago we were told that you could do this, if
Microsoft would create an API.
You may want to check in that direction. At that time there was no API, but
things may have changed.

My basic understanding of this is that a backup is intended to be more easy
and quick to restore. It also tends to be on more expensive media (due to
speed and such). Archives are kind of your third tier of storage. If you
have the nth copy of a something that is not likely to be used ever, but
If it's anything like the IBM Magstar 3570 the numbers go starting from
right to left (31 being the right-most) slot - that's the "Home" column. On
the 3570, 16, is the drive (I think 15 would be the other if we actually had
both like we are supposed to).
