Reported problem is well known problem with installation packages for TSM
5.5.4.0 under AIX. Wrong file dsmameng.txt has been distributed from FTP site.
Packages on FTP site have been fixed and single file dsmameng.txt is available

The only way I found to reliably get back the tape drives after the
Linux TSM server guest was ipl'ed under zVM was to
delete/define the drives in TSM. From what I understand san discovery
using Linux/390 under zVM does not work.

Try the INACTIVATE command from the CLI to force it inactive.
For example, if the storage group is named "sg1", issue this command:
TDPEXCC INACTIVATE sg1 FULL
This will not "delete" it, however, it will inactivate it.
That means it will age according to management class settings.
