Yes, your offsite physical tapes will not be de-duplicated. They will
be native size (or compressed if you use drive compression.)
We migrate to physical tape as part of daily housekeeping, we do not try
to keep all of our data on VTL, primary or copy pool.

It's generally a Bad Idea to run more than one Delete Volume at a time
(in at least TSM pre-v6), as that operation is one of the most severe
on the TSM database, where lots of locking is needed, and can result
in lock conflicts.

Try to perform an audit volume for that volume(s). If the volumes that you
already deleted were present again, it means that the transaction process
for deleting volume not yet get into the database.
