Well, now we are at the point that MaxTransferSize is an MSSQL parameter, but
it is controlled by the TDP. If that is the case, how is it generated? The
only thing that I can come up with is that the value generated is 4xLogBufSize.

Did you add the ITSM service to the cluster manager, so that these
resource will be started on the active cluster node?
If so, have you set the resource dependency correctly?
Most of this is in the client documentation on the ITSM in a Windows
Cluster Env. Part (or something close to that).

All nodes housing the failover service should have the service set to
manual. What I have come across in situations like this is the password
has not been set properly on the other nodes which causes the service to
fail when starting. You should look at your logs and see what the
