You should have seen messages in the actlog that the tapes were labeled.
If you didn't I would suspect they weren't labeled. Take a harder look
at the actlog to confirm...

Is there a way for me to confirm that the new library volumes that I
checked into the library were successfully labeled?
I used the following command to label and checkin the tapes but there
was no indication in the logs that the volumes were labeled?
label libvol 3592lib search=yes
We might have a change in policy where we no longer need a 2nd copy of
certain storage pools. If this were the case, would it be ok for me to
just delete volume with discarddata=yes on those volumes, or when I
discarddata does that affect my primary tape pool also. Looks like I'll

I think you should take advantage of the different types of DB backups
that Tivoli is offering : Dbbackups and Dbsnapshots.
You could use tape based devclass for dbbackups and disk based devclass
for dbbsnapshots, thus using different retention values for each of
them.
