You will not get better performance than that - although, like Richard says,
it is common on all platforms it is worse on Netware.
You should definately switch off compression if you had it on - the reason

Could someone at TSM let us know if this is a forward or a reverse lookup issue. We
had the problem and it was fixed with the DNSLOOKUP NO setting.
We too wanted to solve the problem without using the option. We couldn't find any
issues with DNS. All our clients are set in DNS with dynamic DNS
TSm compares each filename on the drive to the dsm.opt file, going from the
BOTTOM UP.
As soon as it finds a match, it takes action accordingly for that file and
does no further checking.
So, I believe your syntax is correct.

I am not sure whether this will help, but if you are able to run the script
via crontab but not via TSM Scheduler, then try putting this in the
scheduler objects field:
"your full path"/backupon.sh > "your log file" 2>&1 < /dev/null
Basically you have to redirect the STDIN to /dev/null.
