[Acme] Status of DTN Node ID Validation

All, After a long wait the companion document [2] to be ready, it has now progressed out of the WG to AD and IESG review. I think this means that the ACME document [1] can now also progress toward IESG review. I will be attending IETF 120 remotely so can discuss this during the ACME WG time block,
