It's difficult to tell: I only get this when autologin is enabled.

It's probably worth noting that this only happens when restarting (as
opposed to shutting down, and then pressing the power button to turn
back on).

This happens to me (I think) on every boot, and has done for some time
(not just in Precise). I believe it also happens between Ubuntu version
- e.g. when dual booting a flash of oneiric is seen in precise.

To reproduce:
1. Open a window (firefox, totem, etc)
2. Restart Ubuntu (don't close the window)
3. During bootup, watch carefully. During the process, the window that was open 
during shutdown flashes up on the screen for a second or so.

I managed to get a screenshot of this bug. This image was taking on
startup. The log out dialogue, totem, and the printer queue (in the
launcher) should not be visible.

When I took the screnshot, the "take screenshot" window didn't show up
for a few seconds (until the shutdown image had disappeared).

ATI Radeon HD 4350 Graphics. Under Lucid.

The crashes happen with no warning and nothing I can see in the logs
(but I wouldn't really know what to look for and where). The screen goes
blank and audio playing (in Banshee) loops a few seconds worth.

Since changing to the fglrx non-free driver I have had no such crashes.
The crashes started after updates on the 10th April.

There is a forum thread, however there appears to be a number of different 
issues there.

It's been suggested this may be a duplicate of Bug #557829 however I
think this bug appeared only after that one was reported.

People might also be interested in the 2nd post of:

It suggests this bug may cause hardware damage and strongly suggests
switching to fglrx in the meantime.
