This is on Precision 3620, Precision 5820, Precision 7820 - systems with
AMD bundled for OEM fail to properly boot after update/upgrade.  I
believe this is related to this issue:

Since our image contains the amdgpu-pro package we are impacted.
Canonical image is not impacted.

Various systems (Precision 3420, 3620, 5820, and 7820) are having login issues 
with AMD GPUs after running system updates on the OEM Ubuntu image.
After running sudo apt-get update && apt-get upgrade, the system will exhibit 
one of a few different behaviors:
•   Boots to a black screen
•   Loops at login
•   Boots to a screen indicating the system has been forced to low graphics 
mode and hard locks.
I have a systems in the lab that exhibits this issue and I don’t know how to 
get around it.

This also affects me on a fresh Arch Linux install with the RX 580 8GB
GPU. I have found a temporary workaround to this issue until it is
finally solved. I used Budgie Settings to enable the execution of this
command each time it enters the environment:

xrandr --output HDMI-A-0 --mode 1920x1080 -r 60

This disables the flickering if executed as the system enters the
desktop environment. Replace your output with whatever you use (in my
case, I use HDMI-A-0). Of course, it will cap your frame-rate at 60Hz
but it's better than having the flickering lines at the bottom of the
screen.

Your use may vary, but this worked for me.

  get improved Vulkan support for GNU/Linux in general as we have finally
  had a great alternative to OpenGL.
  
  If possible, the movement of mesa-vulkan-drivers out of Universe as well
  would be a HUGE benefit. Especially if mesa-vulkan-drivers is installed
  by default in Ubuntu 18.04 bringing in full support for Vulkan. This is
  helpful especially since Ubuntu 18.04 is a long term support release.

open-source drivers.  Is this fixed in 18.10 or 19.04?  And did you try the
test program?  And looking at

dependency on llvm.

[Ubuntu-x-swat] [Bug 1794033]

I saw this problem three times from yesterday.
All of them occurred during file sync over LAN with rsync.
I think this problem might be related to load by disk i/o or network i/o.
But unfortunately I have not re-compiled kernel with CONFIG_DRM_I915_DEBUG_GEM 
yet.
I will try to it next week.
