I proposed this with openssl in Debian before (#579647), but it looks
like it was merged with my original bug report in gcrypt later and then
got lost.

dhclient cannot access files in /var/lib/dhcp3.  This results in messages like
dhclient: can't create /var/lib/dhcp3/dhclient.eth0.leases:
Permission denied

# ls -l a /var/lib/dhcp3/
total 8
drwxr-xr-x  2 root root 4096 Nov 21 21:28 .
drwxr-xr-x 51 root root 4096 May  1 07:45 ..
-rw-r--r--  1 root root0 Nov 21 21:28 dhclient.leases

This bug has apparently been reported before in Dapper as #24292,
#26645.

I noticed this bug using Gutsy, but a quick look at the package from Intrepid
shows no reason that the newer version is no longer affected.
