Please unblock statsmodels/0.8.0-9 from -proposed

(I tried #ubuntu-release first, but from the lack of response, "this 
channel is logged" evidently doesn't imply "out of hours posts will be 
read the next day".  Should

statsmodels 0.8.0-9 is currently held in -proposed because of an 
autopkgtest "regression" that is actually an increase in test coverage. 
(The upstream tests were not run in 0.8.0-1 to -7, but are in -8 and -9.)


The underlying bug 1819227 is probably real but not a regression: on 
Debian, it exists in at least 0.8.0-7, 0.8.0-9 and 0.9.0-2.


Disabling the tests in question on armhf is possible, but obviously 
doesn't actually fix the bug.

This is the Ubuntu bug he filed, and I just added the debian task to it:

This package is a sync from debian, so we both seem to have the issue,
Ubuntu Disco included (based on the version).

those are not from the ubuntu archive, so you should contact whoever
built them

the only version bionic has is xserver-xorg-video-nvidia-390, and it's
dependencies are correct
