I also have problems to acces Webdav folders : 
*  with nautilus or evolution it does not work
* It works with TB, firefox, cadaver

The problem happens for me ONLY with Maverick.
With Lucid, everything works (included Evolution and nautilus)

"low" importance for this bug is underrated, i think, since it prevents
any reasonable use of calendars with Evolution.

I confirm the same issue, with Maverick 64bit on my Laptop Hp Touchsmart Tm2.
It happens not every time, but randomly. For me, not only while trying tu 
suspend, but also when trying to shutdown. It shuts down eventually, but need 
near 3 or 4 minutes.
