Please sync netifaces 0.10.9-0.2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * python-netifaces-dbg: Depend on python2-dbg.
  * Fix installation of python3.8 extension.
The Python 3.8 extension installation was fixed in 0.10.9-0.1, and 
python-netifaces-dbg was dropped in 0.10.9-0.2.

fix high-impact bugs, and we try to limit the patch to what is necessary
to fix those bugs, as opposed to pulling in a new upstream version
