Also got same problem:

System: AMD64 Ubuntu 10.04

I installed Eclispe via the Ubuntu Software Centre, then attempted to
install several different addons, all getting the same error (after a
certificate warning):

An error occurred while installing the items
  session context was:(profile=PlatformProfile, 
phase=org.eclipse.equinox.internal.provisional.p2.engine.phases.Install, 
operand=null --> [R]org.eclipse.cvs 1.0.400.v201002111343, 
action=org.eclipse.equinox.internal.p2.touchpoint.eclipse.actions.InstallBundleAction).
  The artifact file for osgi.bundle,org.eclipse.cvs,1.0.400.v201002111343 was 
not found.

Mine says org.eclipse.cvs.

Regarding my comment above, I tried Benjamin's suggestion to install
eclipse-plugin-cvs, which led me to learn that I also needed to install
these packages via apt-get too:

eclipse-jdt
eclipse-pde

Then new software installation worked! Thanks for the suggestion.
