I found out, that after installing the latest updates and REBOOTED the 
bug is gone. No more arrows, and connection establishes directly.
For me the bug can be closed as "soled"

On gnome-bugs someone wrote:

I found out, that the bug appears even if I disable wifi with the 
hardware key. After re enabling wifi I got the two arrows. No network to 
select.

I installed the latest updates, but I still have the same problem as
others wrote before. After suspend the network icon only shows two
arrows and no list of available Wifi networks are shown.

After latest Update on Ubuntu 12.04 I couldn't login to Unity with my
"normal" user. The error message was "could not load gnome"

Login to guest-user workt without faults.

I Installed gnome-shell via guest-account. After that I can login to
gnome-shell without any problems. But I cannot switch to unity anymore.

Is this a bug related to this one?

I deleted the couch-db extention of thunderbird via the software-center.
And after that, Thunderbird works again.

I tried to install the latest beta version of thunderbird 16 via the
official ppa - with the same result as seen above.

I disabled the ppa and am now back on the official thunderbird 15 build
of quantal.

Hi,

got the same issue with K3B. While k3b burns a CD the launcher doesn't hide 
automatically.
I have Chrome-Browser open, too (maximized) - if I switch from k3b to Chrome 
the launcher doesn't hide - but after I press the num-lock button - it will.

ok - here again with 1,2,3

1. open Chrome-Browser maximized
2. open k3b and burn a CD
3. switch to Chrome-Browser (sidebar is still open)
4. press "num-lock" (sidebar hides)

it was maximized - I did not use the "fullscreen" option of Chrome.

Just testet again without Chrome:

1. open Evolution (Mail)
2. open k3b
3. prepare a new data project (the launcher comes to the front)
4. go back to Evolution and the launcher's still in the front
5. press "num-lock" and the launcher hides
