Shortly after installation, I went into update-
manager->Settings->Updates and unselected everything except for
"Important security updates". This seemed to be the cause of the problem
I was observing (may not be the case for others). To fix, I selected
"Recommended updates", ran apt-get update, and then unselected
"Recommended updates".

This prevents the installation of g++, gcc-multilib, g++-multilib among
others. gcc can still be installed but it can only generate binaries
that don't depend on libc.

This bug does not seem to appear when a system is upgraded from lubuntu
14.04.

Client: Ubuntu 12.04.2 LTS (GNU/Linux 3.2.0-69-generic-pae i686)
Server: Ubuntu 12.04.5 LTS (GNU/Linux 3.2.0-77-generic x86_64)

This is frighteningly bad.
