Since it seems likely to me that this is a local configuration problem, rather 
than a bug in Ubuntu, I'm marking this bug as Incomplete.
Try getting your mysql as installed to start its service correctly by fixing 
its configuration - then also an update will succeed as it will be able to 
restart the service as needed.

If indeed this is a local configuration problem, you can find pointers
to get help for this sort of problem here:

On upgrading a service this service has to be restarted to pick up the fixes.
Rather rarely a real issue occurs that the newer version does e.g. fail with 
the formerly working configuration.
But most of the time what happens is, that a service was installed, but stays 
unconfigured or experimented with but left in a broken state.

Now on any update of the related packages that service has to be restarted, but 
since its config is incomplete/faulty it fails to restart.
Therefore the update of that package has to consider itself incomplete.

Mostly the best log to see what is going wrong is the mysql error log,
but it was not attached on this bug report.

I did further testing and noticed that even though landscape-config is
invoked with --ok-no-register by installer it will still hang
installation as landscape-config is not able to start landscape-client

Weeks ago, I used "sudo apt update && sudo apt dist-upgrade" to update my 
Ubuntu core from 16.10 to 17.04.
But after then, I cannot open System update in System Setting. (Click the 
System Update and it will crash)

I wondered since that was the second report of the same kind (same

failing on your system (that will be the non shortened version of what was

the logs that were automatically attached do not hold much information to help 
you debug the issue at the moment.

If I translate the error correctly it is complaining about missing
stdin/out - not entirely sure thou. If anything it might depend on the
tool that you use to trigger that update, but as I said without more
details one can't be sure. Might I ask via what tool you usually run
your updates?

To check in detail and get more info - could you open up a
console/terminal and run the following command - and then report back
the full output that you had in that console?

$ sudo apt get update && sudo apt-get install ntpdate

Actually any of your configures seems to fail with that.
Usually that is due to a messed up local python configuration - [1] holds some 
good hints how to resolve that, especially as you are currently kind of locked 
out of apt - just be aware and adapt it to the ubuntu version (xenial) you are 
working with.

I tried to recreate to be sure, but it really seems to be something
local to your installation as it worked just fine for me installing the
three python packages mentioned.

Since it seems likely to me that this is a local "configuration" problem
about your python, rather than a bug in Ubuntu, I'm marking this bug as
Incomplete.

On upgrading a service this service has to be restarted to pick up the fixes.
Rather rarely a real issue occurs that the newer version does e.g. fail with 
the formerly working configuration.
But most of the time what happens is, that a service was installed, but stays 
unconfigured or experimented with but left in a broken state.

Now on any update of the related packages that service has to be restarted, but 
since its config is incomplete/faulty it fails to restart.
Therefore the update of that package has to consider itself incomplete.

Depending on your particular case there are two solutions:
- either remove the offending package if you don't want to continue using it.
- Or if you do want to keep it please fix the configuration so that re-starting 
the service will work.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.

I don't know anything about gnome internals, but with trying to strace,
I see this:

getpeername(2, 0x7ffec62742e0, 0x7ffec62742dc) = -1 ENOTSOCK (Socket
operation on non-socket)

which is odd, since stderr is not a socket usually, indeed ...

Other than that, the mentioned error message can be found here, after
trying to "apt source" some gnome specific packages:

mutter-3.24.1/src/backends/native/meta-launcher.c

in function get_session_proxy()

Though for sure, I have exactly zero knowledge about these :-/

Hmm the postinst for freshclam really has on line 151:
  touch "$udlogfile"
Via some indirections that is to the path
   FRESHCLAMLOGFILE=/var/log/clamav/freshclam.log

There is no related mkdir or such around so it really might fail, but I'd 
assume that dependencies should create the dir.
And there it is - in the postinst of clamav-base, not only would that postinst 
fail as it chown's the path.
  LOGDIR=/var/log/clamav
But further the package itself owns the path:

$ dpkg -L clamav-base | grep log
/var/log
/var/log/clamav

$ dpkg -S /var/log/clamav
clamav-base: /var/log/clamav

That said, clamav-freshclam which you installed depends on clamav-base
so that path should exist if not e.g. manually removed.

Could you check the existence and integrity of clamav-base in your case via:
$ dpkg --verify clamav-base

Those packages should - due to the dependency - always install in the
right order, but you could try to reinstall clamav-base and then check
integrity again as above. After this the install/upgrade of clamav-
freshclam should work.

$ apt install --reinstall clamav-base
$ dpkg --verify clamav-base
$ apt install clamav-freshclam

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete for now
until further info was provided.

I was able to confirm the issue in Xenial-Artful and in Debian
Sid/Stretch.

This bug is present in Debian too, and Ubuntu currently doesn't make any

directly in Debian, and then Ubuntu will pick up the fix automatically.

thanks for following and trying to resolve.

At the moment I'm puzzled as well - you clearly got rid of the offending
/var/cache/debconf/passwords.dat as confirmed by ll and lsof in step 10.

Why it is then "in the way" on your retry to upgrade/install I have no idea yet 
:-/
Maybe it races with itself - does not make sense to me yet.

Hmm - two things from here:

First of all right after the restart there might indeed be an auto-
updater being started and running in the background - make sure this
isn't your issue. Check who owns the new file now and that the process
is completed.

Furthermore you might follow some advice given on [1] - [3]. On top of
what I already suggested some users seem to have had success by removing
all these files. I'm usually not bold to remove a lot of things, maybe
move them away to your roots home so you can restore them in case you
need to?

#1695870 into Trusty.

@Victor - what do you think, since for upstart opt-in users this is an
update-regression would you consider working on a fix for Xenial as
well?

This issues was rejected by Canonical, and closed as invalid on
2017-01-18.

This bug is incorrectly filed against src:linux, I will move it to
src:s390-tools shortly.

Further discussion is about upstream features. Canonical does not
participate in s390-tools upstream development.

It is absolutely normal to expect users to regenerate boot files after
significantly modifying their root filesystem. On ubuntu `update-
initramfs -u` regenerates initramfs and reruns zipl as needed on s390x.
This is no different than from other Ubuntu platforms with different
bootloaders.

Further discussion is about providing new features and/or workarounds in
upstream chzdev. Given that no external patches are accepted into
s390-tools there is no meaningful way for me to participate in that
discussion between upstream developers. My personal opinion is that
adding new flags will not fix the user experience here (the user in the
original user story already forgot update-initramfs -u, thus I'm not
expecting the new flag to be used either) and that on Ubuntu we would
not regenerate initramfs on shutdowns as that is somewhat risky. On
ubuntu, we ship zdev-root-update hook, as per upstream recommendation,
that calls appropriate commands on ubuntu to update initramfs/zipl, ie.
update-initramfs -u. My personal opinion is that whenever persistent &
activate configuration is modified together by chzdev, it must call
zdev-root-update. Example: chzdev dasd 0.0.0.0200 -e call should exec
zdev-root-update if 0200 was not previously configured in the persistent
configuration. But this is something for upstream to implement / fix -
the fact that zdev-root-update is not called often enough; not automatic
enough under more conditions. Calling zdev-root-update by chzdev more
often would improve usability of any Linux on z.

OK, it turns out that just reverting to Adwaita's battery actually
creates as many problems as it fixes (see unity7 and unity-greeter). So
let's not do that.

I now know how to fix this properly using Inkscape. Just need to get
around to editing all 30-40 battery icons by hand. Will do it this
week...
