It may have something to do with Firefox's caching; loading the ticket's page
with lynx and epiphany don't reproduce it.  Of course it's not an editable
control when I'm not logged in.  But logging in via Epiphany also doesn't
default the "Category" control to the wrong value.

So, Firefox's cache, I guess.  :-/

The fingerprint of your registered key is the same as in your .ssh/id_ed25519
file.  To get more info, you could try 'ssh -vvv' and other hosts
({git,svn,download}.savannah.nongnu.org).

...the assigned "Category" appears in the form control as "Macro package mom",
but per the "History" blind (when expanded), the Category was reassigned (to
"Driver gropdf") hours ago.

I reloaded the page multiple times (including a "force-reload") and this is
not clear up the problem.

If I'm not mistaken, your computer doesn't offer git.savannah.nongnu.org
your ED25519 key for some reason, and your RSA key isn't registered
in your Savannah account.

That's correct, I had *.gnu.org set up in my .ssh/config but not *.
nongnu.org. I had my RSA key registered in my Savannah account but that
wasn't working either, and the docs talk mainly about ED25519 so I figured
I'd generate a ED25519 key and try to make it work with that.

Now with this config

By the way, I always forget: since you have never been a member of any
Savannah group, your Savannah account isn't mapped to accounts at SSH
machines.  You only need SSH when uploading files to the download area or
pushing changes to VCS repositories.
