I think I have objection to that although it's not clear to me how to go about
doing so. Is it through the usual https://savannah.nongnu.org/register? If it
is, what do I set for group type, package license? And how is it made private?

Re viewvc, savannah uses it for svn repo browsing. E.g.:
https://svn.savannah.gnu.org/viewvc/administration/trunk/

Like everything else, it is not fun to make it work with python3, but it is
possible. I can send you some build notes if you care.

Certainly easier to stay with older svn and python as long as possible.
Especially since (I believe) there is hardly any usage of svn at savannah.

Yes.

Non-GNU software and documentation is safe for the former, anything will do
for the latter because no releases will follow.

There is a select box on the page where the package is approved.

Er.. Savannah administration uses svn for its wiki; a private group uses svn
to log the offers of new programs people send to GNU. I believe we certainly
want to support svn.

I'm trying to reconfigure my @gnu.org email address, but am unable to login to
fencepost. 

I have tried removing all entires for fencepost.gnu.org from my known_hosts
file, but I get the following error when attempting to log in (I have added my
public keys to savanah and also tried manually specifying them with the ssh -i
flag):
Bad server host key: Invalid key length
