Details:

A new user who utilizes aspects of Savannah other than filing bug reports
(such as adding bookmarks or customizing their interface) might be considered
"active", for the purposes of avoiding being pruned.

These are activities that matter to a regular person, but are not likely to be
performed by a bot or otherwise 'bogus' user, so they would benefit the new
user experience without interfering with reasonable pruning.

Also, adding skills or a resume does not count towards "activity" and is
similar to adding bookmarks (not bot-like activity, but a user would
reasonably expect it to count as "activity").
