[issue41917] Python 3.9rc2 fails to install matplotlib
New submission from ullix : Installing matplotlib via: python3 -m pip install -U matplotlib fails because kiwisolver cannot be installed. Among a lot of error output is: WARNING: The wheel package is not available. Not having matplotlib is a MAJOR hurdle for many!
