According to various CPython issues the C version of decimal is now assumed to
be always present. Example:

   https://github.com/python/cpython/issues/118164


I think it might be a good idea to remove the libmpdec optional install and
make it a hard dependency like libffi. Arch Linux has just done the same:

   https://gitlab.archlinux.org/archlinux/packaging/packages/python/-/issues/10
