USE_PYTHON=pep517

Here's what I have. It is always recommended to USE_PYTHON=pep517 over
USE_PYTHON=distutils when the project specifies a pyproject.toml, unless it
literally doesn't build or the result (bdist wheel) doesn't work properly.
