Same problem with databases/py-databases: version is pinned to the last digit
of the version, hence fallout.

I sent a PR to upstream to generate setup.py. In the mean time setup.py is
generated by "flit build --setup-py" and extracted from there in the form of
patch.

Ports with version numbers going backwards: databases/pecl-cassandra, devel/...

 For many package tools to work correctly, it is of utmost importance that
 version numbers of a port form a monotonic increasing sequence over time.
 Refer to the FreeBSD Porter's Handbook, 'Package Naming Conventions' for
 more information. Tools that won't work include pkg_version, portupgrade
 and portaudit. A common error is an accidental deletion of PORTEPOCH.

 Please fix any errors as soon as possible.

Fixed patch (detects devel/capnproto

This one should do it.

It seems setup.py has several fallbacks for finding capnproto before trying to
download the code and building it by itself. Add USES localbase and pkgconfig
to cover those fallbacks.

Builds fine in 12.2{amd64,i386}, 13.0amd64 and -CURRENT amd64

Would you test this?
